Dealer Ace gives two separate decisions: first insurance, then the hand itself. Both are graded separately before the round is complete.
True Count is generated from -7 to +7. If the index is met, use the deviation. Otherwise use basic or surrender baseline for that hand.
True Count bias
Center = neutral distribution. Move left for more negative counts and right for more positive counts.
